Can bulk accounts be created using bluestacks

Kind of. But it's not really feasible, especially if you're trying to do it free
Instagram now requires all accounts to be registered with a real phone number. You can use your number and google voice for 10 or so numbers. This is a new thing I literally just noticed while attempting to make accounts with bluestacks today.
If you don't use an proxy or VPN service, after you make 30+ accounts on an IP you will be banned from IG on all accounts made immediately when they figure it out.
