Depends on why your account was locked, mind sharing it with us? Also, no one here can unblock your account, only the Payoneer employees can.

My account is not blocked that is from my last payoneer card I had.

I don't know why they blocked it. They didn't even emailed me. Today when I tried to login to my account I saw that it has been blocked but it was working fine yesterday. Tried customer service but they are saying that the accurate reason can not be told.

Contacting their support would be the best-case scenario.
If not then maybe try posting in the Hire a Freelancer section to see if someone knows a loophole.

Your account is probably undergoing review like mine too. I have have $3,200 in my Payoneer balance which is currently disabled, I contacted them through email and they replied that my balance is disabled because of a review and I’ll have to wait for the outcome of the review before I can perform any action on my account. And when my account was disabled, they asked me to provide business information and invoice for my recent transactions in order for them to review my account which I did. I’m patiently waiting but I’m hoping it doesn’t take forever to be resolved.
