I tried to use whatwpthemeisthat.com on the site that showed this but no luck:

The review is split up by subheadings and the plugin shows you the sections when you start scrolling down

That functionality comes as default on my re-hub theme. But you have to do some few Html and CSS tweaks to make it function exactly like the one on the screenshot you have shared.
