Can anyone recommend a good VPS host?

I'm looking for an affordable VPS host that:

1. Has IPs with neutral reputations that aren't on any blacklists
2. Cheap additional IPs
3. No bulk email limit

Can anyone recommend a VPS that fits that criteria? I'd be really grateful!

hmm hard to find that who has no ips in blacklist and still providing unlimited bulk email

Yeah, I know that Media Temple matches this criteria, but it's just too expensive.
