Can anyone help out with some advice?

Apologies in advance if these are silly questions, but I've been searching through the forum and couldn't find an answer, so if you can help out you'll be doing me a big favour!

I have a website selling digital downloads but no YouTube channel. I see that 4000/1000 rule is in place in regards to getting monetised, however my focus would be on ranking my content so as to help drive traffic to my site using a link in the description.

Seeing as I won't have a monetised channel, will I be able use a reputable SMM to get quality views, likes, comments, etc. to help with ranking without any significant risk to my channel? e.g. receiving strikes, etc.

Run 2 channels at the same time one as a brand one and the other as a fan channel to your product.
Views, likes, comments etc are safe to promote videos.
