Can anyone help me find this tool or can create one??

I'm looking for a tool/software that can batch upload a CSV file with mobile numbers and the software can analyse whether or not the phone number belongs to a wireless company. I also need the software to tell me the name of the carrier for those phone numbers and convert them into an email address.

Any help will be appreciated.
