bootstrap is a framework that allows you to easily build templates.
if you see a lot of the same looking ones, its probably a commercial (or free) template made with bootstrap.

What script to do you refer to? the Backlink checker? Because this is the only correlation between these websites that you mentioned.

If you refer to Backlink checker, then yes, they use a SEO API from one of the big SEO analytics apps (like Ahrefs or Mox).
