Well I found this PTC referral site...He made a form in a frame...

What do you mean by form in a frame?

Looked at the source and could not see a frame of any sort.

that is just a normal simple use of frames.
do a google search: "how to use html frames"

or check this page:

It is just the normal use of framset as catman points out, only that it is written using by javascript.
