Im going to make bulk few cpanel+ vps' for my privet use, So any one can suggest best Dedicated server for us?

I will suggest you get a fully managed dedicated server....With that your servers is always up and running. You can check on hostyoufast.com they have pretty fully managed dedicated servers that will server your project. Good lucks to your project.

One of my friend also recommended the OVH, so are they perfect ? no down times ?
 
If you are living in USA, then yes OVH would do the job. Since is known that in OVH there are many "datacenters" in garages :D. I can confirm that OVH has one of the best datacenters in USA.
I would suggest you to look for OVH reseller since you will get better prices

Now if we are talking for Europe then there is thousand and one options :)

Can you manage the dedicate server by yourself? Do you have that much technical knowledge ? If you just check the dedicated server in SoyouStart it's a part of OVH and I can assure you that the performance of the server is best. I have used SoyouStart servers personally.
