you can run account A in usa ip and account B in uk ip

As mentioned, with proxy of same country. So US account, use a US proxy and UK account, use a UK proxy. Exact same city level proxy is not necessary on an already running account.
Most anti-detect browsers have the option of setting separate proxy per browser profile.
And are you yet to buy the Google Ads accounts ? Google Ads accounts are such, that a legit seller MUST know these aspects. Be careful do not get scammed : it is good that you are asking here. Various members can give you their suggestions and observations (like I have).
