Is anyone facing this problem, My campaign keep at learning phase and spend slow. Always be Learning - Active and keep Learning?

We had changed account, via, fanpage and also pixel but campaign just keeping learning. What should I dơ? Thanks in advanced

We also change creative and content but things go the same, Stucking cause we have done all thing we could

Because meta is not able to deliver your ad, when it can not reach users then can not spend fast, you need to review the settings
 
This usually happens when significant changes are made to the campaign, ad set, or pixel. To reduce it, try making fewer large edits, increase budget gradually, and give the campaign enough time (50+ conversions) to exit the learning phase.

This problem may be due to your account, you can change to another facebook to create a campaign then set the budget at a low level so that it can exceed that status.
