Campaign Suspended for Promoting Dishonesty

My brother is a private investigator and he investigates corporate cases for fraud, theft, and employee misconduct. Recently AdWords suspended his campaign for promoting dishonesty. He was thinking because of some of the keywords on his site and the ones he is using for his campaign describe fraud, theft, misconduct, etc. He called and spoke to a rep who stated that he was clearly not promoting fraud and he would let the "team" know. It turns out they denied his appeal anyway. Is there a higher-level review that he can request or a different department he should contact?
 
They are funny. A client of mine got denied while advertising shelves because they had alcohol bottles on them in one of the pictures. explaining he is selling the shelves and not the alcohol didn't help.
 
What happened is the ads were reviewed by an "employee", they felt triggered and they took it personally I guess.

Clearly they acted on their emotions and are far from being objective.

Don't give up and keep trying to reach out until you stumble upon someone who knows what he's doing.

I don't have any experience in such situations but there should be a higher level reviewers.

Calling them won't help because you don't get to speak with the team that reviews the accounts and they also don't disclose any specific reasons like hey you put that text or image there or that. They just suspend it
 
As of recently, even some legit Google Ads Partner agencies have had their old Google Ads accounts suspended for no reasons at all whatsoever. They've been running 100% legit allowed campaigns, 100% legit payment methods, old Google Ads Partner agencies accounts with good huge spending histories suspended for no reasons at all whatsoever. Upon appeal, replies came "Sorry suspension is final" and such Google Ads Partner agencies do have direct contact within Google, for their Google Ads partner accounts and upon escalating to them, still the response is that the account suspensions are final. No wonder people feel that logically, Google itself is encouraging threshold churn & burn. @SkullGuy In your case if they replied "suspension is final", then that is it. Just move on with what you can logically next do in order to go on advertising through Google Ads.
 
Get a new account set ads again, also. He can use other sources to promote his campaign, and he can still run ads through Google Ads, he just need to do it through another company, like TTD.
