anyone experience same issue?

change a different IP address, if not working try adding another card payment
 
what type of card are you using? I see facebook is scanning card, but not to all. you can try to switch to another source of card.

You can switch to a different card and check if meta accepts it. Otherwise there's a possible that your account has been shadow banned.
 
i wonder if Iyour account is good quality?
 
test multiple BINs until u find a reliable one
 
Please change your IP address and use a different bank card.

this is super common, but I can almost guarantee it’s your setup, not the card itself. Starting a campaign is a massive trust checkpoint for FB. If your account quality is weak or your setup is leaking, FB will instantly decline the card or flag the account right at that exact moment.

Usually, it comes down to a GEO mismatch. Your proxy/IP, the FB account country, and the card's GEO need to match perfectly. If they don't, FB blocks it. Double-check your setup first. If everything matches 100% and it still fails, your account might just be low trust, or you are using burned BINs. But 9 times out of 10, fixing the setup solves this.
 
What type of card are you using? Try using a different type of card.
 
from my experience you should use a card BIN that is matching the country of your account

it is not the card, it is just that specific ad account being stupid. i tried two different cards from two different banks and they both got declined, but the exact same cards worked instantly when i tried them on another account
sometimes those blocked accounts just randomly accept a card again after a few weeks, but it is pure luck. do not waste your time staring at it, just dump that trash ad account and build a new one

yes i change card and it works now
 
this time, decline card doesn't happen too much like the beginning of May, but sometimes, it still occurs. you can try to use another source of card.
