Don’t keep recreating campaigns. Let the old campaign run in the background for 24–48 hours, keeping everything stable (tags, IP, pixel, fanpage). If it still doesn’t spend, try creating a small campaign test ($5–10) in a more reliable account to “trigger” the signal spend again.
