Call Leads! Need help, willing to pay for a method :-)

Hello BH'ers,

I am not sure if this is the right section to post this thread, however, its most relevant. I have a client (new one) who is looking for leads service provider. His business model is - He is having a contact center with 80 odd agents and he had one service provider who used to provide him inflow of calls related to computer support/anti virus support etc. After some misunderstanding they parted and now the guy is looking for new service provider. As per him, they used to drive traffic to website and as the website is having tool free number mentioned on top, people used to call, but I am not sure if it the way to go. I mean the conversions wont be that much and one can expect very few calls per day basis.

So I am looking for some lead provider/alternate option/ call source which can work better in this scenario. Is normal adwords going to work (the usual way) or pay per call is better option or do we have any other better alternative for this?
