Where do I find a call center to send my leads to? iv'e been looking around for what to do with all these numbers I have for a while, but SMS seems too legally risky.

There are some call center groups in linkedin. You can post your offer there, may be you can get a good outsourcer.
But explain your needs very clearly there.
