C PA Lead and Copyrighted sites?

Does anyone out there have any copyrighted material related sites with C PA Lead content locker/tools on them? Because I think they say no copyrighted material, but I was wondering if it was just like a lot of sites that say that but really they don't police it hardcore and let it go. I see people making lots on money through their content lockers and there is just no way all this money is made through their own created content. I really want to try them out that's why I'm asking.
