Are you looking for dedicated IPs? or would shared cclasses be fine? Right now my sites are split between ideastack and cclassiphosting for shared IPs. These are cheapest IPs I can find for a dollar each.
Uptime is pretty good so far for the past two months I've been with them. It's the support that's going to sting - takes 3 days for a ticket to be answered and you've got to be fairly knowledgable with some technical stuff since you won't get straight answers from their staff.

What do u mean by C class Hosting..? If you are looking for bad services then you can always go for godaddy ...they are best at providing bad services

stay away from ideastack, aside from their non-existent support team which should be expected for the price I had several high pr sites de-indexed and the only common factor with them was ideastack. These sites had been fully restored and sitting for quite a while, they never had a single new backlink dropped to them.
