is it a fresh account? do you mean you dont have a sim to register or is it an account which you dont have the number for anymore? if so your account is gone.

He is right, sometimes Facebook leets you to sned gov photo ID as alternative way to verify your account.

That's pretty good.
There are also plenty of webpages, where you can receive SMS on DIDs (read as: virtual phone numbers), some of them are very cheap. You can find offers as low as 0.25/0.20$ per message. The downside is obvious, you can only get one message per number and you won't be able to use it again, but I have verified a couple of accounts that way.
