Bypass 2FA for PayPal ? Have you misplaced or lost the number set up for the 2FA ? Or did you buy the PayPal account ? If you mention that, you may perhaps get some effective solution(s).

In that case, the only option is to contact PayPal directly. They will request you to send them some ID docs, which you can send. Upon verification that it is your PayPal account, they would restore your PayPal account back to you.

Nope. Contact PayPal directly as the other fellow said. There's no workaround.

I'm sorry to hear you lost access to your phone and email account, but you need to understand there is no way around 2FA, that is what it is for, the security and protection of your account. if there was a way, any account could be compromised.
If this is your actual account you will have to go through the casual process of contacting Paypal's support and request assistance with restoring your account. if this is not your account or you used false information while registering the account you should have taken in consideration that you may lose it someday.
