Buying web 2.0 what should I consider

I'm planning on buying this gig on seoclerks
"PBN - Handmade 10 Web 2.0 Buffer Blog with Login and 5,000 Tier2 Link Juice for $5"

The seller seem to have good ratings.

What should I consider before buying them. This is my first time working with web 2.0 stuff.
 
I found a software called Expired Tumblr Hunter the other day, and I've just started using it. It looks for expired Tumblr accounts, as the name states :), but you have to do the research to find accounts that have good metrics and backlinks. I can see this being time-consuming, so I can understand buying accounts. For example, I've been using the software for a few hours and I've only found 1 Tumblr with something like 6 backlinks from 2 domains.
 
Google will penalized your site if you use this service.
 
Don't buy these PBN or Web 2.0 services from Seoclerk or Fiverr, you don't know what's in them or the quality of it. A lot of people who leave reviews on those websites are also noobs and think they are getting something good. Web 2.0's are easy to build yourself and the quality will be better too. Write the content yourself or hire someone from the marketplace here to write it and then build some links to it. You won't rank your website for $5.
 
You should build High Quality SEO Pyramid with Tier 1, 2 and 3 with 100+ Bonus Social Signal/Comment or Guest Book. I using PBN - Handmade + Tool for 30 Web 2.0 as blogspot, wordpress, self-host ... and getting top ranking with multiple keywords.
