Buying traffic

I'm looking for at least 1,000 uniques per day to my site. Are the guys who sell traffic scams? They seem sortof shady to me.

These are all human visitors from distinct IP's. This type of traffic is ideal for CPM revenue or increasing the number of page views for articles on eZin3 so that they reach the top position. Visitors come from a freeware software that is ad based, meaning that it will show your page while the program is starting up.
