Buying Private Proxies w/ Residential IPs

There are reverse proxy services here that do just that, but I want dedicated instead of shared.

What you're asking is tough. The majority of services that can offer this rely on the quantity of proxies, rather than the quality of each individual one. It would be very difficult to sell everyone completely separate packages and have them still be worth it. I could be wrong, so definitely feel free to look and ask around, but I can't say that I know of any services that will give each customer their own private pool or direct proxies in that manner. Asking for a specific country like that makes it even more difficult as you're drastically reducing the number of available online proxies. There's plenty of places that will separate and let you get USA only for example, but typically you'll see a pool of say 'x' amount online and everyone pulls from that same pool. With so many proxies going on and offline at any given time it makes it a lil tougher to do individual packages and guarantee the quality. If you can find a private supplier you might have a better shot, but that's a bit redundant as they're private and difficult to find w/o someone referring you. If you don't need a ton of them though reach out to a few suppliers and see if there's something you can work out, that's probably your best bet.
