Buying popup ads: how do they work? (newb)

I'm thinking of buying popup ups and have them redirect to *several* of my youtube videos for views. My questions are the following:

1. How do popup ads charge the customer? per popup? or per click?
2. How much do they charge the user?
3. How is my plan? are there any flaws or things that i don't see?

Would you recommend any popup providers?
