Which is a better approach and which is result in better channel growth in future ?

None actually. The whole idea of having subs is for boosting your initial views on videos, if they are botted, they are useless and will make it even harder to push the videos.

None can guarantee the growth, because nobody knows the perfect formula of YouTube success. One thing working for someone may not work for others and even that thing can not forever work for him.

Coming back to your question, if these are the only two options then buying a monetised channel is better IMO.

I've used both methods and have extensive knowledge with YouTube.
It really depends on your personal situation. Do you have experience with YouTube and are you able to create banger after banger? Then buy a channel and start monetizing right away.
However if you barely have any experience with YouTube you can just buy from a panel or even go the legit route. You probably won't be making any serious money anyways for quite some time. So it might be better to save your money.

In any case even if you use a panel, there's always a chance that you'll not be monetized depending on your content.

I have experience in both and most people here not gonna believe me but it does not matter, monetizing your own channel is cool but a little hard if you don't know good panels but if you know then go for it.
But if you have money and just want to get started then buying a channel would be a good option.
channel can grow either it's bought or done by yourself using panels, you just need to be consistent, one of my friend or i can say my brother was able to grow a bought channel to $25k per month then it got demonetized because of reused content but he deleted all his content and in 6 months again his channel started growing, now it's making $700+ daily and increasing day by day...

In my experience for YouTube you need consistency be prepare to give at least 4 months without expecting any results, YouTube is like a mining system
you are digging day by day and nothing but then suddenly you channel will start gaining views and will increase day by day just be consistent and don't compromise with content quality.

I hope this helps

P.S: Please don't ask for my brothers channels niche, name or link, if you want, i can post screenshots of his earnings but that's all :)

Why ? Are panel views generally bot good for getting monetized ?

It’s not about the views but the content. If you find a good panel it shouldn’t be an issue in terms of views and watch time.

However people often steal content and say it’s fair use. YouTube doesn’t always see it that way. So you might spend multiple weeks uploading videos just to be informed that you’ve been declined for reused content.

You can upload just one long content of 1 hour. It can be expressing opinion on any topic or even screen recording of some app.

As I said I’ve done this dozens of times. I personally think it’s better to split those 4k watch hours into multiple videos but yeah it’s possible to do it with just one as well.

Do you think a manual review can cause issues if there is only one video ?

When you buy a monetized channel, is there a way to hide old videos ? if you delete them you'll lose the watch hours and monetization.
