There is no risk-free method. If you want a favor for your app, buy organic downloads with keywords. Google deletes all reviews that it finds suspicious. No one can guarantee that they will not be deleted. If your app does not get +1000 downloads per day, never do this.
You should consider buying more downloads from a third party to boost your app's ratings. There's no better solution if your app is good and useful for users.
Isn't buying downloads also risky?
You're right, it's important to choose a reputable service for this. I had a pretty bad experience with one provider I hired. They just met the bare minimum requirements and didn't address the issue of lost reviews.
