Buying Google/Yelp Reviews Worth It?

I think it can definitely help, just be careful who you chose so they look like real visitors.

Also wanted to mention I do not have 10 real locations of my business. I just use addresses of business locations that are not in use. Use loopnet to scope these locations out. And use call rail to generate a local phone number for each address, which will increase the odds of local people calling you based on the area code.

If you are worried about locations getting taken down then do this.
Create a new website that is a clone of your original website for each location with a limit of 1 GMB per email account. Now each location is viewed as a new business vs. another location (which may get taken down). Obviously this route is more expensive as you need to pay for the hosting of each website. I have not used this method myself, but a competitor runs this type of setup and has had them up for 3-4 years without getting them taken down. Each website is a 100% clone of the original. The only thing changed is the on page SEO headings / keywords. I can imagine he is doing extremely well as he shows up #1 in each of his cities on the GMB snack pack and also organic (his homepage h1 tag matches his main keywords for each city). His GMB title is [City] [Company name] [Keyword] . So for example : Los Angeles Naymar Roofing

It can 100% help and work, however just be cautious from who you buy the reviews from. Make sure they have a good track record and aren't begging you for the work. Also localize your reviews in some way if you can with the content so they look real.

Trying to find a reliable seller for my local business. It's so hard to get customers to write reviews.

Reviews are extremely important, but they must look (or even better, be) legit.

If Google/Yelp's algorithm assumes a review is fake, it immediately pushes it to the second page, where it is unlikely to be seen by customers. This is unacceptable and an utter waste of money.

Create 10 different listings. Its that simple. You can just reuse the same photos as far as I know without penalty. Some listings have the same name, however I tried to vary it a little bit so it wouldn't be marked as spam. Add different keywords in different listings, and change up the order of keywords. For example Roofing Contractor Los Angeles | Mark's Roofing vs. Mark's Roofing | Roofing Contractor Los Angeles

...but that is exactly why he wants to buy reviews.
OP, you can find sellers in the marketplace, but focus on pleasing your customers too.
