I want to buy likes to my facebook page. I don't want it to look too empty before I do ads so I thought of buying 1k likes to my page, just for the start. Who offers the cheapest and reliable service?

buying facebook like service is very hard since few months, even with my own service, 20% of like dropped but i always refill..
 
You don't need to have tons of likes in order to run a successful ad campaign, really...
 
if you look FB likes provider post in hire a freelancer section may you will get some positive response
 
Why buy likes and put your page at risk? from my experience people do not care if you have likes or not matter a fact they do not even check for all of that.
 
Just ut that money to run ad for your page, use groups etc.
Using groups work for me.
