I'm looking for a eBay account for a small amount of money.

With a small amount of positive rep, about 10 a 20, and NO negative reputation.

I will buy a account for max 4 us dollar!

For $4 no one will even make you an account with zero feedback.
I doubt you'll find anything that cheap, it'll cost more than $4 even if you make it yourself.

Exactly the vcc itself costs more than $4, then the time someone spends making the account and getting a voip and then accumalating 10 - 20 +ve Feedback. The guy will have to really hate himself to sell all that for 4 bucks.
