Buying Domains through brokers

Just curious if anyone actually makes any money buying domains that "advertise" existing traffic. All the domains I research seem like BS once I check them out on:

alexa (I check up and downstream traffic to see if it makes sense)
ranking
quantcast


Is this a valid strategy,.. or should I be focused on buying/investing in actual active sites,... like from Flippa.
