Most of the ccTLDs will require some documents for verification,
It's usually a verification for ID or of the business operating in the same country (or in EU for European domains),
It also depends on the registrar & TLD itself,
Some registrars will not request anything, despite the docs are being actually asked for by the ICANN,
And ccTLDs do not require any docs, .us is a good example and it's pretty cheap,
Just make your research before buying any of the domains,
You'll be able to buy the domain in the first place, but you won't be able to use it unless you send the required docs
