+1 for NameCheap. Also, don't take any trademark domain. No brainer, but still...

When buying a Domain name always use an escrow agent such as escrow (dot) com. Once the Domain is under your account (at the Registrar) the seller cannot reach in and grab it, retake it. Any ICANN Accredited Registrar is safe to deal with as far as Registrars are concerned. Just some have better customer service than others. And reg and renewal fee markup varies.
When dealing with an aftermarket transaction 2 ways exists to conduct a "transfer". One is a "Push" where you create an account at the same Registrar the Domain is currently at and the seller, when escrow instructs them, pushes ownership of the Domain from his account to yours. This is safe, just don't give the seller your account password.
Some Registrars require a internal ownership transfer security code such as Moniker (dot) com. Don't confuse this with your account pw. This just protects your account from someone randomly pushing a Domain to you. Why would you care about that? You don't want a sought after typo ending up in your account and the next thing you know you're being served with a lawsuit for infringing on a TM.

Then you'll need to place a transfer order with the Registrar you'd like to have the Domain under. Then in most cases it will take 5 days to transfer.
