When I was an absolute noob The very first thing I did was get a domain and some hosting. I did this so I could learn the very basics of running a site. I clicked around cPanel, and learned what all the links did. All this costs less than 20 dollars and is a really good place to start.

When you learn a little bit more, install a Wordpress blog and learn how to make posts and make pages. When you become more comfortable, learn the basics of SEO.

Once you learn these things then you'll have the peace of mind knowing you have a good foundation to start with. So don't worry about all the extra stuff. Just guy ahead and get hosting and start learning!

1) Buy a domain name from GoDaddy.com or Moniker.com (I prefer moniker, as do big holders)
2) Buy a shared hosting plan for UNDER $5/month or FREE (if you can find it) that includes CPANEL/fantastico.
3) Login to the control panel, click fantastico, then install wordpress (follow the prompts, its easy)

Wordpress is a great platform that makes it easy to build/dev your site, especially for people knew to the industry.

godaddy give free hosting and mail with every domain, and you can find discount code
but if you a beginner I prefer free blog sites, blogspot or blogger etc.
