To be clear it's just API keys I need, not accounts. Youngturkbala's offer is looking best so far, but whilst it's a good price for he's offering it's a little expensive for me as I have no need for the accounts themselves, just the API keys.

Just to note for anyone that comes across this thread on Google (was how I found it myself again as I have need for more keys), do not use this seller. He is an absolute joke who has delayed my work for days by telling me the accounts were coming, when they clearly weren't and I could have already completed an order with someone else if he'd just told the truth that he can't deliver.

As I said with my comment I needed some more API keys, which is why I've revisited the thread a year later. The guy I ended up buying from last time isn't selling accounts anymore so I used this dude instead.
And yes I will get pissed when I have sat around by my computer for days waiting to start some work that can't commence without these keys. If he had told me how long they would take then I could have just gone out & done other stuff, but he has been telling me they'll arrive in a few hours and left me sitting here waiting. The issue is not worthy of a shitlist at this point as I've requested a refund via Paypal, but may well go there in due course if he doesn't accept.
Personally I think it's worthwhile to warn others when you have a shitty experience with a seller, this is a community for sharing information and experiences is it not?
