What will happen if I buy the Adsense approval website and ..

1- change the server to my server so IP and location might change?
2- change the tech, for example, from Wix to WordPress or Python to PHP or PHP to ASP.Net?
3- how is the Adsense account transferred to my Gmail? Will this transfer start the review process again?
4- What is the approximate price of an approved website without any traffic and a few human articles?
5- What is the approximate price of an approved website without any traffic and a few AI articles?
6- Please advise any tips if I have missed something.

changing server, ip address, backend frame work php/phyton/wordpress, will not effect adsense approval, however changing google account will require to get re-approve.

You can only buy site , adsense cannot be transferred. It is against their policy to buy or sell adsense accounts.

You have to apply for adsense again after sote transfer.

Changing email will trigger the AdSense approval again. Everything else won't trigger the AdSense approval. You should do market research here for the prices.

if it's just the website, you won't have any problem running you ad code on the site. However, if you are looking to purchase the adsense account along with the website, they you may face some issues. Changing payee name isn't an option in all regions. Do check on it before purchasing.
 
Change in IP from new owner does not matter for site operation. But adsense is not transferred , you have to get approved on own adsense account.
 
For an adsense approved site without any traffic $100-200 seem ok.

you can buy adsense approved sites without any issue but if you get with the google adsense account. rest is fine if you transfer the hosting doesn't trigger anything.
