There are loads of I want to buy or I am looking for service every day in that forum. Most people that want someone to work for them do not really want anybody to work for them or they ignore the 100 SALE thread that is offered. I have written to 20 of them in the last week, and it comes down to add me on telegram some chat and nothing. Even if I am offer them 100% of what they want. 1 week later they are back with the same thing. Today I was offered a OF work where they will pay me after 2 weeks on a "trust" basis not knowing anything from them and their account is new, for sure I kindly declined. I think there should be some stricter rules, esp when they offer work. We want this, and we will pay this for this much work.

You can't really declare a group of buyers not serious just because they didn't buy from you.
More often than not I don't go with the guy that offers me exactly what I was looking for, but with the one offering a little extra or something I didn't think of.

People are not looking to just buy a service, but to find someone to work with.

There are just too many factors at play here to determine whether the prospects in this scenario are the problem or the seller. Additionally, we do not impose rules without data, and as it stands, there's nothing at this time to suggest that the problem is customers who need stricter rules enforced against them.
