I believe you are just trying open a store, correct? You don't really need a dedicated script. You need something like wordpress with some ecommerce plugins.

I can easily get Wordpress on, but what plugins do you recommend?
And those sites above, do they use wordpress or?
OT: one of the sites is hosted on Google, did they upgrade their blogger to a domain - because as far as I know, they partner with GoDaddy.

Some Indian dude off Fiverr and I made a deal. The only downside is the referrer is able to be spoofed, but it's spoofed on a mobile device.

As for what plugins. You should check out the WooCommerce plugins. They're a great toolkit. You could probably find a decent theme and customize it. Woocommerce is free. There are plenty of free themes to choose, but you'll have to modify them to get the look you want.
I did some work on a site that sold youtube views a few months ago. I'm pretty busy right now as I'm doing priority work, but PM me and try to point you in the right direction when I'm finished.

I could suggest you something.Open a panel where your clients can add orders.Give those all orders to some suppliers of views.They will complete it.If they sell you at 5$/10k views,you sell 7$/10k views.I recommended that coz your budget 2500$,wont let you any good thing like script/system.

Scripts is not enough , All the major sites that send views probably use one of my scripts that got leaked . But its not that easy considering the filters and money spent on resources most of you will save money on buying straight from supplier.... But don't get me wrong not all supply still many resellers in the pond
