There are several sites for selling links, one of them is textli--s.net . If I want to rank a website I have higher, is it worth to buy links ?

How can I be sure that they are not using spam links that make google penalise my site ?

Don't buy links, especially from websites that actively promote it. Google's manual review is no joke when it comes to it.
