For small scale - make your own on your devices (preferably iphone).
For large scale - buy the accounts.

If the account is based in RU then its very likely that it will stay there unless there is a heavy push in the organic content + paid media to another geo. Though this only works with new accounts, those that already have 1k+ followers from RU will remain there and struggle with getting out.
 
It's better to buy all accounts. At the very least, they are properly registered and warmed up. And they cost pennies. Because if you register yourself, you will encounter a lot of nuances.

I believe that it's better for you to create accounts because if you change countries in account creation and management you're bound to get shadow or even perma bans.
