It can't be so easy to find that one, google giving different types of punishments to sites, some site wont get indexed in google, some may drop in rank for few keywords and some loose there page rank.
Since you gonna check for expired domain you can simply search your domain name in google (yourdomain.com).
If you can find your domain on search results, that domain is good to buy.

You should not have anything to worry about if you do not make any black hat seo.
If the owner dumped it, meaning deactivate it, than it should have got off the sandbox.
I would also to suggest make a trademark research of the website, he may have also got a cease letter and he would have been forced to deactivate it.

THats a good question.. i bought an expired domain a while ago and the previews owner seemed to spam it alot... im having difficulties ranking for some keywords and with many broken links from posts he made before.
