thiss man want an account in his name so that he use that to add to his payneer, so it would like he is sending money to himself. so everhting will appear like he is the buyer nd the sller. htis isnt possible. expect you would need to created another account which you will tell someone to do it for you. this can only work that way

Usually, when a bank transfers money to an exchange to exchange it for cryptocurrency, that's exactly what happens. You are essentially sending money to yourself. The same thing happens with fiat money sales.
