Hey if you are using that kind of backlink it can damage your site, use best and quality backlinks for better results that might be costly but it will be the best for your site.

You kinda answered your own question - you can buy such packages from Fiverr, but there are also similar gigs on SEOClerks, Sproutgigs and so many other marketplaces. You'll never end up getting the millions of links they advertise, usually it'll be the same 100 or so domains repeated thousands of times in your report. Also, where are you planning to point these links? Unless you're using them to build out VERY-low tiers over thousands of urls you're likely to have issues.
 
You can find such packages on Fiverr or SEOclerk. But it is not safe for your website; you should stay away from this kind of service.

Those links can be blasted on web2.0s and churn and burn sites, i don't think anyone with experience in seo will blast a money site directly with those links hahah. I managed to rank a blogpsot blog by buying 4 million gsa links from seoclerks for super cheap like less than 5$, niche was low competition though! but yeah they totally work on parasites.
 
Alawsys 2 strategies will workout one is if you have time and patience do manual outreach and get backlinks free of cost with your own content, and another is to spend money on genuine link sellers or SEO agencies who will get you quality backlinks at affordable Prices.

If you don't have either time or money to spend, There is no other way to succeed.
 
You can try fiverr. If it is a long term project, I don't recommend this. Instead focus on building quality links.
 
Fiverr is the last place you want to buy links from
With that kind of budget, you're better off not building any links
