Yeah, Investing on expired domains will be good choice to go. As @tazarbm said , need to spend the time to analyze and get the good domain lists.you can find a lot of these on expireddomains.net but you'll probably have to spend hours to weed through the crap. I have done this a few years ago and after 6-ish hours of searching and analyzing and comparing I've managed to find 13 good domains, all under $50. Well, good by my standards, I'm pretty sure that people who think and act at large scale would have not bat an eye to these domains, but hey, one man's poop is another man's treasure
So yeah, you can use expireddomains.net if you have the time and dedication...
PS: I don't know about the penalization part, I guess you'll have to manually research each one of these after you find them

The good ones are automatically bought by bots right after being available for purchase. Good luck finding something decent without hiring anybody or any service like Dropcatch

I think that very much depends on where you are looking.
