you can find a lot of these on expireddomains.net but you'll probably have to spend hours to weed through the crap. I have done this a few years ago and after 6-ish hours of searching and analyzing and comparing I've managed to find 13 good domains, all under $50. Well, good by my standards, I'm pretty sure that people who think and act at large scale would have not bat an eye to these domains, but hey, one man's poop is another man's treasure 
So yeah, you can use expireddomains.net if you have the time and dedication...
PS: I don't know about the penalization part, I guess you'll have to manually research each one of these after you find them

Yeah, Investing on expired domains will be good choice to go. Unfortunatelly, 99.99% aged expired domains available to be bought without intermediates are very low quality, spammed to death, inflated metrics, shitty backlinks or nothing at all. The good ones are automatically bought by bots right after being available for purchase. Good luck finding something decent without hiring anybody or any service like Dropcatch
Also in the BHW marketplace members sell low quality domains?

Since they are being sold for $200-$3000...hard it would be to buy one of those domains for 10 bucks
I saw some seller that sell domains for 30$. Do you suggest me to leave this purchase?

Check expireddoamins.net
But in addition to that, you need to know how to check the domain spam score and other metrics like redirect before you buy.
Don't just buy a domain because it is aged.
Use tools like Wayback machine too to confirm that the domain was not used for something related to gambling; google detest it.

I think that very much depends on where you are looking. If you are relying on the same database driven sites like most others then yeah but if you are crawling within your own niche to find domains there is no reason you can't find some decent highly niche targeted domains.
I'm biased but I firmly believe that, for most users of domains, you are better off crawling in your niche to find domains. The main exception to this is if you want to create any site to sell links from or if you are flipping domains. If you're flipping then you want the best, cleanest, highest stats domains with strong backlinks. But, to build your own personal PBN or niche sites I would always crawl my own niche and find domains that have links from my domains that are already ranking for my keywords.
Finding strong, high metrics domains from crawling is kinda rare but that can be as much to do with the fact that these domains are genuine and haven't had their stats inflated. Clean TF20+ domains are really not hard to find in a lot of niches. They won't make you millions or even sell for thousands but they will have backlinks in your niche, maybe even from your direct competitors.
This is something that I feel a lot of people over look when thinking about expired domains.
