Game and App Dev - time taking
Web dev - comparatively faster so you can starting selling your products earlier than that, once you start getting income you can start with app and game

I can invest time and money but want to know which market has the most opportunity and less competition. Regardless of my skill set

Why dont you go into reskinning, I am pretty sure there is still money to be made (like with all methods, if you are able to add you own unique twist). On the marketplace there is also some method/ebook about that, he goes into detail regarding marketing and ranking apps and what to reskin/develop (research).

Try adult games. It may be something stupid with short time development. But profitable. Make web site about your apps, submit it to adult link lists. Find ways of getting traffic. Sell your games through adult game marketplaces like DLsite.

I see opportunities in game development everyday. I'm studying the Unreal engine and looking at Xamarin for mobile game development. Make a study of the best in your specialized niche that you know you can do better than. Put together commercial projects, and put them on your CV too, and keep distributing that.
