I think this is difficult to do. No platform can really ignore complaints. But generally speaking, they should notify you in advance before taking any action, so that it is in line with the process.

there are plenty if you search on Google keywords such as “ignoring DCMA hosting”, “offshore hosting”

depends what kind of content you plan to host or if you are planning to do really some illegal stuff like spamming, phishing then no one will allow. usual copyright stuff is not a problem, just look for "offshore hosting"
