Bulk image renamer using csv file?

I'm looking to rename 10k images and I have a csv file with the new names I'd like to change each images name too...is there a tool or method to do this?

A simple python or javascript script can do that
 
there is a tool called bulk rename utility I have used it before not sure whether you can use CSV file with it or not give it a try

Well I haven't got the images yet but was more planning but appreciate the offer...

Yeah I found a few of them but they don't allow the csv.
 
Many would be grateful if you would create a script and share it on the BHW forum.
