Unfortunately it's going to take forever no matter how you do it unless you somehow find a massive amount of lightning fast proxies. Even if that was the case you could just use those proxies in scrapebox.
There might be. There's source code out there so it's not rocket science. If this is going to be worth something you might be able to get a few people to split up the processing power. Depends on if getting it done quick is more important than keeping it secret.
SB can be a bit unreliable when checking the PR because it fetches each only once. When a proxy happens to be blocked or simply chokes for a moment you get a N/A when it can actually be even PR9 or 10. Always rerun the N/A ones.
Returning 5 mil page ranks should be fast enough in itself as it is all in all around 50 MB of data and the PR servers are very fast. If an IP is getting blocked after 4 000 queries then you'll need 1250 proxies to do it all in a matter of minutes.
If you have less proxies you can of course reuse them once the block is lifted but I don't know how long it lasts, could be an hour or a day.
So depending on the number of your proxies you may actually not be able to check everything at once even if you had a tool theoretically capable of doing it.
This one doesn't check for millions or billions, but still can be used to skip the headache of entering captcha which some pr checker webistes ask you to do for each domain:

Start with free proxies if you want to and if speed is not crucial. Monetize it from the harvested high PR links' juice and then upgrade to a paid service. The first 0.5-1M might already give you a enought to work with, to apply and to make some money.
