Hi there

As title says, I'm interested in mass-generating wordpress pages -- not posts.

I have approximately 400 keywords. I want to create a page for each keyword. What do you recommend?

I want to suggest you for creating wordpress pages manually. It will help you to customize these pages and you can fulfill your purpose in better way.
