You need to verify them. Even if you scrape them, a HUGE percentage will not be valid.

Search the forum, I'm sure you will find a good email marketing solution. The best way to do bulk emailing is using a custom SMTP with an email marketing application.
Although 10k emails per day is relatively small in my experience, nothing beats the reliability of the system that is owned by you because you will have much more control over what you can send, limit, and storage.
And this is in fact scalable and more budget-friendly, should you need to expand the sending volume in future.

- Clean your email list - very important
- Warmup your IPs in case you're leveraging a custom solution.
- Never send spam unless you intend to land in spam folder

As they said, you need to verify the list first, you can use AtomEmailPro verifier, which will at least exclude invalid email addresses. And then find a bulk email sender to help you send the bulk emails. There are a lot of choices, you can search on BHW.

You can send emails at low fees with Amazon SES. 1000 emails $0.1. It may vary by region.
