Hey my friend,
I was used lot of VPS and Dedicated hosting service. but can't useful for my work.
I should 400k to 800k between send email per day. I good suggestion. but affordable in my bugged. so PM me with your skype.

You would need perhaps two sending servers each with 10-20 C Level IPs on rotation and a Main Server for data storage. You could comfortable send 100k daily with this and if a sending server goes down you don't lose any data as the main server is set up separately.
Then you will need the interface and to manage the Admin, Spam Complaints, IPs, Bounces, Reputation. PM me if you need any more help with this

I am also looking for the ability to send 100,000k emails a day. Rotating IPs or something along those lines. Some of the list IO have are older so I will run into spam issues, I am looking for a way, around that? Any suggestions would be appreciated, willing to pay.

I can see number of guys out there are looking for 100k solution. See, when you have self managed email environment, you will have the ability to well tune your resources for maximum number of email sends. Couple of things matter, when it comes to achieve good delivery rates. Hygiene of your email list can't be overlooked, as nobody is able to maintain the sending reputation with spam complaints, honey traps, hard bounces etc. So what I would suggest to all looking for 100k solution or more, consider the proposal according to the hygiene of your list.

We Have a bout 8 Mil unhealthy, uncleaned and "dirty" (no opt in's), cold, worldwide data that needs to be polished/cleaned and sent out with proper analytics i.e open rates, click rates, link clicks, countries,ip's etc. what's possible in order to us to categorize/segment the data and manage the proper follow up.
E-mails needs to be executed in trust-able manner as we know user's Physical Address/Phone etc So, CC/Names/Surnames and Addresses needs to have ability to be customized and added from other excel file fields Automatically - e.g - - {name}, {surname}, {Physical Address}, {phone}, - those could go in the CC field in order to makes sure that Open rates are the best possible. Business niche is - Casino Gaming with corresponding special offers etc.

1- if you are thinking to do email blast that is not possible now a days
2- if you have multiple products to promote then consider to have different smtp for each product so you can also share volume between different smtp
3- you can't send 400k-800k by vps .. 2 servers recomended one for backend and second for frontend
